    SAIC Awarded General Services Administration Language Services ScheduleCompany to Provide Linguistic and Analytical Services to the Department of Defense and Government Agencies World Wide

    SAN DIEGO and MCLEAN, Va., Oct. 8 /PRNewswire-FirstCall/ -- Science Applications International Corporation announced it has been awarded the General Services Administration (GSA) Language Services Schedule to provide multilingual translation services to the Department of Defense and other government agencies. The schedule has a five year base period of performance and three five-year options. The contract is an indefinite-delivery/indefinite-quantity schedule, with an estimated value of $80 million if all options are exercised.

    The Language Services Schedule facilitates access to an array of language services, including translation, interpretation, sign language, and training. Under the contract SAIC will translate documents and other materials; provide interpreters and language training to deploying personnel; and maintain and advance personnel language proficiency.

The program marks the first time the National Council of La Raza and the National Urban League have partnered on a major education initiative.

    After a review to determine which resources have produced the strongest educational gains, the program will be made available -- online and through a Thinkfinity.org after-school guidebook -- to all the after-school affiliates of both organizations.

    Thinkfinity.org is the Verizon Foundation's free comprehensive program and online portal to 55,000 standards-based, grade-specific, K-12 lesson plans and other educational resources provided in partnership with many of the nation's leading educational and literacy organizations.

    The after-school program is the first formal Thinkfinity.org program for use outside of the classroom.

    Missouri Firm's New Ventilator Design Addresses Serious Homeland Security Issue

    ST. LOUIS, Oct. 8 /PRNewswire-FirstCall/ -- Mass casualty incidents -- such as terrorist attacks, pandemic flu outbreaks or natural calamities like earthquakes or hurricanes -- raise the life-and-death reality that existing medical equipment is not adequate to provide treatment for all who need it. One of the most critical gaps is the lack of ventilators for people requiring respiratory support.

    Disaster specialists and health care professionals know that mass casualty events could mean that:

    -- skilled hospital personnel would be overwhelmed by the number of patients requiring mechanical ventilation;

    -- mechanical ventilation for people with respiratory failure might have to be provided outside acute care hospitals, including in the field with caregivers, patients and care equipment exposed to the elements;

    -- electrical power may not be available, possibly for several days or even longer.

    A company in Missouri -- Allied Healthcare Products, Inc. -- has addressed these tough requirements by developing the first ventilator designed from inception to meet the unique demands of mass casualty incidents.

The MCV100 recently received approval from the U.S. Food and Drug Administration (FDA).

    The 14-pound MCV100 costs from $2835 to $3532, depending on functionality, versus about $30,000 for the typical hospital ventilator that weighs about 100 pounds and is tethered to fixed connections that make it immobile and, therefore, unavailable for use outside a hospital.

    Also unlike a hospital ventilator, Allied's MCV100 can be powered by its internal rechargeable battery or ordinary electric power. The battery runs the ventilator for 21 hours if compressed oxygen is used. If compressed oxygen is not available, the battery will power the unit for seven hours. Auxiliary battery packs will be made available that will deliver 42 hours of run time when operated with compressed oxygen and 14 hours without compressed oxygen. Batteries recharge in five and 10 hours, respectively, for the internal battery and auxiliary pack.

    "Allied will introduce another MCV ventilator in about two months that can run exclusively on compressed oxygen or air if that is the only power source available or be powered by AC current or internal battery," said Jack Dabrowski, Allied product manager for emergency products.

    The MCV100 offers tidal volume (the amount of air breathed in and out) settings of 200 to 1200 milliliters and eight to 20 breaths per minute, oxygen mixing capability, breath-assist function for spontaneous breathing, full array of audible and visual safety alarms and a rechargeable battery with a three-year shelf life, Dabrowski said.

From the second quarter of 2007 through the same period in 2008, Southwest Airlines has expanded its leading share of online ticket sales made directly at airline sites by 4.8 points, according to comScore's passively-observed online behavioral data. While Southwest has long positioned itself as an economically priced airline, part of its growth in share coincides with the imposition of additional fees for services such as checking luggage and in-flight beverages charged by the majority of the competing suppliers.     American Airlines Flyers Most Receptive to 'A La Carte' Pricing

    While most airlines have implemented additional fee policies for select services, some are also considering an 'a la carte' pricing structure, charging a low base fare with additional costs for all other services. American Airlines, for example, is reportedly planning to move to this pricing structure next year.

    A recent comScore survey of more than 1,000 airline consumers found that consumer sentiment toward the 'a la carte' pricing structure is evenly divided, with 39 percent of respondents in favor of this structure, 37 percent opposed, and 14 percent unsure or undecided. Interestingly, respondents who said they prefer to fly American Airlines were the most receptive to 'a la carte' pricing, with 57 percent indicating they were in favor of the policy and only 32 percent indicating their opposition to it. Those who prefer to fly Continental Airlines and Delta Airlines were less receptive to the policy, with less than half of respondents indicating they were in favor of it.

An even greater percentage of consumers oppose the additional fees policies, with only 7 percent of respondents saying they deem fees imposed after purchasing a ticket to be acceptable.

Consumers indicated they were least likely to pay for a pillow or blanket (82 percent said they are somewhat unlikely or not at all likely to pay for the amenity), the ability to book by phone (80 percent), a window seat (79 percent) or an aisle seat (77 percent). They said they were most likely to pay for oversized bags (24 percent said they were somewhat or extremely likely to pay), Internet access (20 percent), or a second checked bag (18 percent).

    Lockheed Martin Sensor Aboard for Interstellar Boundary Explorer (IBEX) Mission Launch

    PALO ALTO, Calif., Oct. 8 /PRNewswire/ -- NASA's Interstellar Boundary Explorer (IBEX) mission -- the first designed to globally image the extreme edge of our solar system -- is ready for launch on a Pegasus rocket from Kwajalein Atoll in the Marshall Islands, on October 19. The Lockheed Martin Space Systems Company's Advanced Technology Center (ATC) has lead the development of the IBEX-Lo sensor. The Southwest Research Institute (SwRI) awarded the contract to the ATC.

    IBEX-Lo is one of two sensors on the Small Explorer spacecraft that will measure neutral atoms created by the interaction of the solar wind with the interstellar medium -- the gas, dust and radiation environment between the stars. Such neutral atoms are created beyond the orbit of Pluto and then enter our solar system. The energy bands are split into two ranges, one measured by IBEX-Lo and the other by IBEX-Hi. A team at Los Alamos National Laboratory and SwRI built the IBEX-Hi sensor. The IBEX spacecraft will fly in a highly elliptical orbit around the Earth and will make all-sky "images" of the arriving neutral atoms every six months for two years.

    Dr. Stephen A. Fuselier is the lead investigator for IBEX-Lo and Mr. Eric Hertzberg served as the lead engineer on sensor development. Both are members of the ATC's Space Physics Department, while the overall IBEX project is under the direction of the Principal Investigator, Dr. Dave McComas at SwRI.

    "After several years of work developing this sensor at the ATC, it is very satisfying to finally reach this milestone, and we look forward with anticipation to getting the IBEX mission underway," says Fuselier. "IBEX data will enable us to imagine sitting inside a giant bubble inflated by the solar wind and getting a picture of the walls from the inside out," explains Dr. Fuselier. "The continuous wind from the sun keeps the bubble inflated and the edges of our solar system are defined by the interaction between this wind and the surrounding interstellar medium. By measuring the number of arriving neutral atoms at a variety of energies, we can determine many of the properties of the boundaries of our solar system."

    An appreciation of the physics that underlies the interstellar boundary will allow scientists to better understand how the out-flowing solar wind mediates the in-flowing radiation from the galaxy. The regulation of this radiation could well have affected the formation and evolution of life on Earth, and thus might provide a means for examining the probability of life around other stars. In particular, it is at such boundaries that roughly 90% of low energy cosmic radiation is deflected away from the inner solar system, so by understanding their properties scientists will be better able to model the process that may have provided an environment favorable for life on this planet.

    The IBEX-Lo sensor was built by a team of scientists and engineers at the ATC in Palo Alto, Calif., the University of New Hampshire in Durham, N.H., SwRI in San Antonio, Texas, the NASA Goddard Space Flight Center in Greenbelt, Md, and the University of Bern in Bern, Switzerland. The team integrated and calibrated the sensor at the University of Bern.

    The Explorer Program is designed to provide frequent, low-cost access to space for physics and astronomy missions with small to mid-sized spacecraft. NASA has successfully launched seven Small Explorer missions since 1992. The NASA Goddard Space Flight Center manages the Explorer Program for the Science Mission Directorate.
