General Dynamics Awarded $34 Million for M1A1 Abrams Tank Upgrades
STERLING HEIGHTS, Mich., Sept. 5 /PRNewswire-FirstCall/ -- The U.S. Army TACOM Lifecycle Management Command has awarded General Dynamics Land Systems, a business unit of General Dynamics , a $34 million delivery order for 30 M1A1 Abrams Integrated Management (AIM) main battle tanks. The contract includes an option for 30 additional AIM vehicles, bringing the total potential award value to $69.5 million.
AIM is a joint effort to refurbish M1A1 main battle tanks involving the U.S. Army Project Manager for Heavy Brigade Combat Team, the TACOM Life Cycle Management Command, the Anniston Army Depot (Anniston, Ala.), and General Dynamics Land Systems. Under the AIM program, M1A1 Abrams tanks are completely disassembled and overhauled to a like-new, zero-mile condition. Refurbished tanks incur lower operational and support costs and report higher operational readiness rates.
M1A1s are configured with armor upgrades and additional mission-critical technologies to bolster crew situational awareness (SA). The SA package include second-generation Forward-Looking Infrared, Far Target Locate, Blue Force Tracking (BFT)/Force Battle Command Brigade and Below (FBCB2), a tank-infantry phone, a .50 caliber thermal sight, a power distribution box, a rear slave receptacle, an eye-safe laser rangefinder, and driver's vision enhancement.
This situational awareness package increases the M1A1 Abrams tank's fighting capability by providing soldiers an electronic graphic of the battlefield with icons for friendly and enemy forces, and increases the accuracy of the tank commander's .50 caliber machine gun.
These M1A1 tanks are slated for delivery to U.S. Army units beginning in October 2010. Work will be performed in Anniston, Ala.; Tallahassee, Fla.; Lima, Ohio; and Scranton, Pa., by existing General Dynamics employees.

Appellate Court Issues Key Rulings in OOIDA Lawsuit
JACKSONVILLE, Fla., Sept 5 /PRNewswire-FirstCall/ -- Landstar System, Inc. a safety-first non-asset based provider of transportation capacity and logistics services, announced today that the United States Court of Appeals for the Eleventh Circuit issued its rulings in a pending case involving four former Landstar Business Capacity Owners (BCOs) and the Owner-Operator Independent Drivers Association, Inc. ("OOIDA"). BCO is the Landstar term used to refer to the independent owner-operator small business owners who supply the company with the truck capacity used to haul freight under exclusive lease arrangements.
At issue in the lawsuit are voluntary programs Landstar offers to its BCOs to enable them to buy discounted products and services that are then "charged-back" against the BCO's settlement compensation. Landstar believes the key rulings of the Appellate Court are as follows:
First, the Court's analysis confirmed that Landstar's current leases with its BCOs comply with the federal leasing regulations and rejected OOIDA's argument that it is unlawful for Landstar to offer programs that make these items available for purchase by BCOs for more than Landstar's third-party costs. The Court also recognized that there is no dispute that all amounts charged-back to Landstar BCOs for these products and services were accurate, as the charges were in the exact amounts as disclosed in the leases.
Second, the Court overturned a lower court ruling that had found that Landstar "literally complied" with the applicable disclosure requirements of the federal leasing regulations. Instead, although the Court held that Landstar was entitled to recoup its expenses in administering the programs, it also held that even where the exact price for the product or service was stated in the BCO's lease and verified on the BCO's settlement statement, the BCO is entitled to access documents reflecting how the amount of each component of a specific charge was computed.
Third, the Court affirmed the lower court ruling that decertified the class of plaintiffs for the purposes of determining damages and ruled that in order for an individual plaintiff to recover any amount in monetary damages in connection with a violation, the individual plaintiff must prove "actual damages" sustained as a result of a violation.
"Landstar is overall very pleased with this decision," according to Michael Kneller, Landstar Vice President and General Counsel. "The Eleventh Circuit upheld what we believe are the key elements of the District Court's ruling, which affirmed the validity of Landstar's current lease and will enable us to continue providing products and services that help our BCOs successfully run their businesses. Although we respectfully disagree that additional disclosures may be required under the federal leasing regulations and are evaluating whether to seek clarification or any further appeal of that portion of the decision, Landstar will fully comply with any final order requiring additional disclosures of any kind."
Continued Kneller, "Although no assurances can be given with respect to the outcome of the lawsuit, Landstar believes that no plaintiff has sustained any actual damages as a result of any violation at issue in this litigation and the plaintiffs will be unable to recover any damages or obtain any injunctive relief following remand to the District Court that will have a material financial effect on the Company."

Verizon Wireless Ranks Highest in Call Quality in the New England Region in J.D. Power and Associates Call Quality Study Volume 2
BOSTON, Sept. 5 /PRNewswire/ -- Verizon Wireless, builder and operator of the nation's most reliable wireless network, announced today that the company has been recognized for the "Highest Call Quality Performance Among Wireless Cell Phone Users in the New England Region," which includes Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont, in the J.D. Power and Associates 2008 Wireless Call Quality Performance Study(SM) Volume 2.
The J.D. Power and Associates Wireless Call Quality Performance Study employs a call quality index based on criteria that impact overall carrier performance. The wireless phone subscribers surveyed were asked about their experiences with static/interference, connection on first try, voice distortion, echoes, dropped/disconnected calls, immediate voice mail notification and immediate text message notification.
"Our reputation as the provider with the nation's most reliable wireless network is a result of our continued investment and our unwavering commitment to turn this investment into quality service improvements for our customers," said director for Network Systems Performance for Verizon Wireless, Richard Enright. "A wireless phone is only as good as the network it runs on, so we constantly monitor and improve our network so our customers can not only make calls, but can stay connected and experience a quality call from start to finish."
Verizon Wireless' 'nation's most reliable wireless network' claim is based on network studies performed by real-life test men and test women who inspired the company's national advertising campaign. These engineers conduct more than 3 million voice call attempts and more than 16 million data tests annually on the Verizon Wireless network and other national wireless carriers' networks while traveling almost 1 million miles across the nation.
Verizon Wireless has invested more than $45 billion since it was formed to increase the coverage and capacity of its national network and to add new services like BroadbandAccess and V CAST. Regionally the company has invested over $2.2 billion into its New England network, including over $100 million during the first six months of 2008. As a result of these investments, every Verizon Wireless cell site in New England provides wireless broadband connectivity.
Strong demand for Verizon Wireless services continued during the second quarter of 2008 as the company added 1.5 million net new customers and, for the fifteenth consecutive quarter, reported the lowest customer turnover (highest customer loyalty) rate in the wireless industry.

Verizon Wireless carried out a variety of efforts before hurricane season to further strengthen and enhance its network, including a comprehensive emergency system with several command centers in the Gulf Coast, enhancements to its switching centers, over 50 new cell sites and a $157 million investment, to name a few.
Further, the company's robust network-strengthening efforts are part of its continuous investment in the Gulf Coast region. Nationally, Verizon Wireless has spent about $5.5 billion annually to enhance its digital wireless network and more than $45 billion since 2000.

AT&T Handles Unprecedented Levels of Data From the 2008 Republican National ConventionAT&T's Wireless Network Delivers Outstanding Performance Managing Traffic Surge
DALLAS, Sept. 5 /PRNewswire-FirstCall/ -- AT&T Inc. today announced the company's wireless network delivered an outstanding performance this week during the 2008 Republican National Convention.
AT&T, handling unprecedented levels of wireless data usage from the crowds attending the event, confirmed an estimated 40 percent increase in data sent over the company's wireless network and a 17 percent increase in voice traffic in the Minneapolis-St. Paul area compared with the company's previous highs.
Other findings include:
-- In the host city of St. Paul, AT&T experienced an 80 percent increase
in wireless calls and three times more data volume over the company's
wireless network during the convention versus the previous high last
month.
-- Inside the Xcel Energy Center, AT&T experienced a 100 percent increase
in voice and data traffic over its wireless network from the first to
the last day of the convention.
-- Throughout the event, AT&T maintained data speeds of more than 1
megabit per second (Mbps) on the company's 3G network and more than 140
kilobits per second (Kbps) on its GSM network.
"We have extensive coverage throughout the state of Minnesota and are accustomed to planning for the increased network traffic that occurs at large-scale events like the 2008 Republican National Convention," said Dave Fine, vice president and general manager for AT&T's wireless operations in Minnesota. "This has been an exciting event for the Twin Cities and I'm proud of our team, which worked to meet demand and keep our customers connected."
AT&T invested approximately $13 million to prepare for the expected increase on AT&T's wireless network during the 2008 Republican National Convention. These enhancements not only accommodated the convention, but many of the benefits will be retained afterward.
Over the past two years, AT&T added more than 120 cell sites across Minnesota, with an additional 80 sites to be added this year.

AT&T Ready for Tropical Storm Hanna in VirginiaProvider Offers Tropical Storm Communications Tips for Residents and Small Businesses
RICHMOND, Va., Sept. 5 /PRNewswire-FirstCall/ -- As residents and businesses across the mid-Atlantic prepare for Tropical Storm Hanna's landfall, AT&T Inc. is also taking steps to fortify its equipment and facilities for a potential strike by the storm.
In preparation for Tropical Storm Hanna, the company is identifying areas for the staging of equipment for post-Hanna response, testing high-capacity backup batteries and topping off fuel for generators positioned at cell sites and switching centers.
The company has invested hundreds of millions of dollars to create and maintain its Network Disaster Recovery capabilities that include an extensive fleet of mobile command centers, mobile cell sites, emergency equipment and personnel resources standing by should it be needed.
A critical element of AT&T's efforts to maximize network reliability is the company's ability to swiftly respond when disaster strikes. This is made possible by AT&T's pre-season and pre-storm preparation which includes:
-- Ongoing readiness drills
-- Refueling generators positioned at cell sites and switching centers
-- Testing high-capacity backup batteries
-- Adding capacity to the wireless network
-- Deploying additional generators. Cell sites in hurricane prone areas
are equipped with these generators and can run for up to 36 hours
during commercial power outages.
-- Staging generators and additional emergency response equipment in
safe locations for their immediate deployment once the storm has
passed
AT&T is committed to providing reliable communications before, during and after a storm, and delivering the highest levels of service quality for customers under all circumstances. Millions of residential and business customers depend on AT&T for critical voice, data and video communications, as well as entertainment services.
With Virginia coastal residents preparing for Tropical Storm Hanna, AT&T is providing important communications tips for residents and small businesses to use before, during and after a storm.
Consumer Tips:
-- Have a family communications plan in place. Designate someone out of
the area as a central contact, and make certain that all family
members know whom to contact if they become separated.
-- Be sure you have a "Hurricane Phone." It's a good idea to have a
wireless phone on hand and at least one corded (landline) telephone
that is not dependent on electricity in case of a power outage.
Cordless telephones usually have receivers that are electrically
charged, so they won't work if you lose your power.
-- Program your emergency contact numbers and e-mail addresses into
your mobile phone. Numbers should include the police department,
fire station and hospital, as well as your family members.
-- Keep your wireless phone batteries charged at all times. Have an
alternative plan to recharge your battery in case of a power outage,
such as charging your wireless device by using your car charger or
having extra mobile phone batteries or disposable mobile phone
batteries on hand.
-- Keep your wireless phone dry. The biggest threat to your device
during a tropical storm or hurricane is water, so keep your
equipment safe from the elements by storing it in a baggie or some
other type of protective covering.
-- Forward your home number to your wireless number in the event of an
evacuation. Because call forwarding is based out of the telephone
central office, you will get incoming calls from your landline phone
even if your local telephone service is disrupted at your home. In
the unlikely event that the central office is not operational,
services such as voice mail, call forwarding, remote access call
forwarding and call forwarding busy line/don't answer may be useful.
-- Track the storm and access weather information on your wireless
device. Many homes lose power during severe weather. If you have a
wireless device that provides access to the Internet, you can watch
weather reports through MobiTV(R) or AT&T Mobile TV or keep updated
with local radar and severe weather alerts through My-Cast(R)
Weather, if you subscribe to those services.
-- If you have a camera phone, take, store and send photos -- even
video clips -- of damaged property to your insurance company from
your device.
-- Take advantage of location-based mapping technology, such as AT&T
Navigator, available on some wireless devices, to seek evacuation
routes or to avoid traffic congestion from downed trees or power
lines.
Small Business Tips:
-- Set up a call-forwarding service to a predetermined backup location.
Set up a single or multiple hotline number(s) for employees,
employees' families, customers and partners, as appropriate, to call
so that all parties know about the business situation and emergency
plan. For this to be most effective, maintain an updated contact
list, including mobile and home phone numbers and e-mail addresses,
for all employees.
-- Protect hardware/software/data records/employee records, etc.
Routinely back up these files to an off-site location. Use a
generator for supplying backup power to vital computer hardware and
other mission-critical equipment. Prearrange the replacement of
damaged hardware with vendors to ensure quick business recovery.
-- Outline detailed plans for evacuation and shelter-in-place plans.
Practice these plans (employee training, etc.). Establish a backup
location for your business and meeting place for all employees.
-- Assemble a crisis-management team and coordinate efforts with
neighboring businesses and building management. Be aware that
disasters affecting your suppliers also affect your business.
Outline a plan for supply chain continuity for business essentials.
Maximizing Service During and After a Tropical Storm:
-- During an emergency, more people are trying to use their phones at
the same time. The increased calling volume may create network
congestion, leading to "fast busy" signals on your wireless phone or
a slow dial tone on your landline phone. If this happens, hang up,
wait several seconds and then try the call again. This allows your
original call data to clear the network before you try again.
-- Try wireless text/short messaging service (SMS). During an emergency
situation, text messages will often go through quicker than voice
calls because they require less network resources. All of AT&T's
wireless devices are text messaging capable. Also, if you have a
wireless data device such as an Apple iPhone or a BlackBerry(R)
smartphone, you can use its messaging capabilities to communicate.
Depending on the call plan, additional charges may apply.
-- Keep non-emergency calls to a minimum, and limit your calls to the
most important ones. If there is severe weather, chances are many
people will be attempting to place calls to loved ones, friends and
business associates.

PRINCETON, N.J., Sept. 5 /PRNewswire/ -- Next Inning Technology Research (http://www.nextinning.com/), a subscription service focused on semiconductor and technology stocks, announced it has updated its outlooks for NVIDIA , SanDisk , ARM Holdings , and Harmonic .
Next Inning published an extensive strategy review by editor Paul McWilliams that provides readers with a unique insight into the macroeconomic landscape for technology companies and his views as to when we can expect the next rally. In this report, he predicted the downturn we're currently witnessing and what stocks he thinks investors should buy now and which to avoid. In response to a reader's question about the MID (Mobile Internet Device) market, McWilliams wrote: "I think there are too many wildcards to pick the MID winners today, but I think as we check the tally we should expand our list to include many more companies than are popularly listed in the articles I'm reading today. These would include ... "
McWilliams also looks at these topics:
-- What companies does McWilliams think will be players in the emerging MID market? Does he think NVIDIA will be one of the winners?
-- In a special report published Monday, McWilliams urged readers to avoid all memory stocks but SanDisk, which he rated a buy. What was his justification?
-- McWilliams termed ARM as a buy in June when it was trading for $5.20. Does he think ARM will be a winner in the MID market?
-- Does McWilliams believe there is reason to expect Harmonic to top the midpoint of its revenue guidance?
Founded in September 2002, Next Inning's model portfolio has returned 228% since its inception versus 86% for the Nasdaq.

U.S. Navy Conducts Second Test of Raytheon's Standard Missile-6
WHITE SANDS MISSILE RANGE, N.M., Sept. 5, 2008 /PRNewswire/ -- The U.S. Navy conducted the second test of Raytheon Company's Standard Missile-6 extended range anti-air warfare missile Sept. 5.
Using the newly developed SM-6 active seeker, the missile intercepted a BQM-74 aerial drone. The active seeker, employing the U.S. Navy's legacy command system, autonomously acquired and engaged the target.
"The SM-6 integrates the legacy standard missile airframe and semi-active guidance technology with the power of the Advanced Medium-Range Air-to-Air Missile (AMRAAM) active seeker," said Louis Moncada, Raytheon Missile Systems' SM-6 program director. "Today's test demonstrated this capability at low altitudes."
The SM-6 provides advanced anti-air warfare and over-the-horizon capabilities against aircraft, unmanned aerial vehicles and cruise missiles. The over-the-horizon capabilities allow the missile to engage a target beyond the ship's line of sight.
"The SM-6 program continues to move forward on budget and on schedule," said Kirk Johnson, Naval Sea Systems Command Standard Missile program manager. "Combining the legacy SM-2 Block IV capability with the AMRAAM's active seeker is a true accomplishment."
Raytheon Company, with 2007 sales of $21.3 billion, is a technology leader specializing in defense, homeland security and other government markets throughout the world. With a history of innovation spanning 86 years, Raytheon provides state-of-the-art electronics, mission systems integration and other capabilities in the areas of sensing; effects; and command, control, communications and intelligence systems, as well as a broad range of mission support services. Grafton and Westborough, Massachusetts Residents to Benefit From Verizon Wireless Network ExpansionInvesting to Stay Ahead of Growing Demand for Wireless Voice, Multimedia and Internet Access
GRAFTON, Mass., Sept. 5 /PRNewswire/ -- In a continuing effort to provide the best wireless service for local residents in Worcester County, Verizon Wireless has activated a new cell site. The new site increases high-speed wireless data coverage and capacity along Route 30 and Old Westborough Road in Grafton and Westborough, Massachusetts, as well as the surrounding area.
"We've always believed that even the most advanced cell phone is only as good as the network it runs on," said director for Network Systems Performance for Verizon Wireless, Richard Enright. "We continue to aggressively invest into our wireless networks across New England to increase coverage and capacity for our customers."
BroadbandAccess offers computer users the nation's most reliable high- speed wireless mobile broadband network, operating at average upload speeds between 500 and 800 kbps, and download speeds between 600 kbps and 1.4 mbps over Verizon Wireless' BroadbandAccess with EV-DO Revision A network. V CAST brings video clips of TV shows, music on demand and other multimedia services to wireless phones.
Strong demand for Verizon Wireless services continued during the second quarter of 2008 as the company added 1.5 million net new customers and, for the fifteenth consecutive quarter, reported the lowest customer turnover (highest customer loyalty) rate in the wireless industry.
The company's 'nation's most reliable wireless network' reputation is based on network studies performed by real-life test men and test women throughout the country who inspired the "can you hear me now" national advertising campaign. Nationally, these test men and women drive nearly 100 specially equipped vehicles almost 1,000,000 miles annually on Interstate, U.S. and state highways as well as major roads and surface streets in high- population areas, based upon U.S. Census counts, to confirm that voice calls and data connections are successful on the first attempt and stay connected. Vehicles are equipped with computers that automatically make more than three million voice call attempts and more than 16 million data tests annually on Verizon Wireless' network and the networks of other carriers.
